This is a "Gadget". If you go to the LAYOUT tab and then PAGE ELEMENTS, you'll see there's a box marked "TEXT" that sits on top of your "Blog Posts".
What this means is that the text inside of the Gadget will always live on the first page of your blog at the top and all other content will start below it. Neat! This is exactly what you wanted!
